The official allowed international definition for the term НEMP is given only in IEC 61000-5-10, 2017:

"НEMP is an electromagnetic pulse produced by a nuclear explosion outside the Earth's atmosphere. Usually, at an altitude of more than 30 km".

In contrast, in the standard IEC 61000-5-8 (2009) the HEMP is interpreted as a result of a nuclear explosion at an altitude of 100 km and above.

Единственное официальное международное определение термину ЭМИ ЯВ дано в стандарте IEC 61000-5-10, 2017:

"ЭМИ ЯВ – это электромагнитный импульс, произведенный ядерным взрывом вне земной атмосферы. Обычно, на высоте более 30 км".

However, this standard definitions is not true, since the earth's atmosphere does not end at an altitude of 30 km. The troposphere, limited to a height of about 10 km, is followed by a stratosphere (up to 50 km), followed by a mesosphere with an ionosphere (up to 90 km). The boundary between the atmosphere of the Earth and the outer space is the Karman Line. According to the Federation Aeronautique Internationale (FAI), the height of this border is 100 km.

Both definitions in both standards are wrong

Vladimir I. Gurevich was born in the city of Kharkov (in the Ukraine) in 1956. In 1978 he graduated from the Faculty of Electrification at the P. Vasilenko Kharkov National Technical University. From 1980 to 1983 he was a postgraduate student. In 1986 he defended his PhD thesis at the National Technical University, Kharkov Polytechnical Institute. He worked as a Lecturer and acting Associate Professor at the P. Vasilenko Kharkov National Technical University and as Chief Engineer and CEO of the Scientific Technical Enterprise ‘Inventor’ (in the city of Kharkov). He led a number of projects to develop new types of equipment, which were conducted at the behest of the Defence Sector Industries in the USSR. Following the collapse of the USSR he has been engaged in developing and administering the production of automation equipment for electrical power systems. Since 1998 he works as Managing Director at Elprocom Ltd. in Haifa, Israel. He now works for the Israel Electric Corporation as a Senior Specialist, and Head of section at the Central Electric Laboratory. Since 2006 he has been Honorary Professor at the P. Vasilenko Kharkov National Technical University. V. I. Gurevich is expert of Technical Committee SC77C (High Power Transient Phenomena) with International Electrotechnical Commission (IEC); full member of the CIGRE WG C4.54 (Protection of High Voltage Power Network Control Electronics from High-Altitude Electromagnetic Pulse - HEMP); International Editorial Board member with 5 scientific and technical journals; member of International Association of Engineers. V. I. Gurevich has written 15 books (six of hich have been published in the USA), more than 120 patents and more then 200 scientific and technical articles.
